The comment form located elsewhere, that's why it is not possible to style it base of your very blog. It is integrated only by an iframe. One sees the form through a window.


The CSS for the form is not in your blog HTML. Therefore, it can not be overridden with your own CSS commands. 

The select arrow may be an exception; because it is designed by the browser. You already know how to be effected that the
various browsers eventually will display a different arrow.

But you can style the headings ("No/Number Comments", "Post a Comment"), and background and framework of the
iframe, and the area for already given comments can be styled. 


The style commands have to be entered there:

Template > Customize > Advanced > Add CSS
